Ah, but it’s deeper than that. Define “adequate shelter.”
i guess one thing people could do is to call Animal Control, 560 - 0630, and report every animal that’s left outside overnight (or even during the day - there are certainly days when the temperature stays in the 20s). They probably won’t respond to even a quarter of the calls, but they’ll be on the record, and they’ll have to account to the county commissioners about the call volume and the response. that might encourage the commissioners to rewrite the code with a few more specifics and to increase the funding levels for the enforcement division of AC.
